NOM-001-SCFI-2018 is an Official Mexican Standard that specifies safety requirements and test methods for electronic devices and their accessories sold, manufactured, imported or distributed in Mexico. The standard aims to protect consumers by ensuring that electronic products meet safety criteria to prevent risks such as electric shock, fire, mechanical hazards, and radiation exposure.

Scope and Applicability:

NOM-001-SCFI-2018 applies to electronic equipment and accessories powered by:

  • Public electrical networks with single-phase voltages up to 277 V AC at 60 Hz and/or three-phase voltages up to 480 V AC between lines at 60 Hz.
  • Other energy sources, such as batteries, accumulators, self-generation systems, or alternative power supplies (e.g., solar) up to 500 V DC.

Covered products include a wide range of new, used, rebuilt, or second-hand electronic devices, such as:

  • Radio receivers (various frequency bands and modulation types).
  • Audio-visual equipment (e.g., TVs, sound systems, cameras, home theater systems).
  • Electronic musical instruments and accessories (e.g., synthesizers, rhythm generators).
  • Alarm and video surveillance systems.
  • Electronic toys.
  • Communication systems.
  • Microwave ovens.
  • External power supplies (up to 250 W DC or 480 V AC at 60 Hz) used withvthese devices.

The standard also incorporates equipment previously under NOM-019-SCFI-1998 (e.g., IT equipment) into its scope, though specific exclusions apply (see below).

Exclusions:

The standard does not cover:

  • Power supply systems not integral to the equipment (e.g., motor generators).
  • Building electrical wiring.
  • Devices not requiring a power supply.
  • Equipment for special environments (e.g., extreme temperatures, explosive atmospheres).
  • Equipment for use on ships or aircraft.
  • External power supplies for outdoor use, luminaires, or those exceeding specified limits (e.g., >250 W).
  • Uninterruptible power supplies (UPS) of 10,000 VA or greater.
  • Component-level testing not tied to final products.

Key Requirements:

1. Safety Principles:

  • Protection against electric shock, excessive temperatures, fire hazards,
    mechanical risks, and radiation (e.g., acoustic, optical, or electromagnetic).
  • Equipment must be safe under normal use and foreseeable misuse conditions.

2. Test Methods:

  • The standard references international norms like IEC 60065 (audio/video equipment safety) and parts of IEC 60335 (household appliance safety), adapted for Mexico’s needs.
  • Testing is often destructive, meaning samples may not be returned post-evaluation.

3. Labeling and Documentation:

  • Products must bear a NOM compliance mark and details like manufacturer/ importer information, voltage ratings, and safety warnings in Spanish.
  • Technical documentation must demonstrate adherence to safety requirements.

4. Certification:

  • Compliance is verified by accredited certification bodies through testing, document review, and factory inspections.
  • Certificates are required for customs clearance and market entry.
